Indian Passport Photo Requirements in the USA: Size, Background, Rules (2026)

The Size Spec: Prints Accept Two Sizes, the Portal Accepts One

For printed photos, VFS Global USA accepts both frames: 51x51 mm (2x2 inch) and 35x45 mm. The reason you see conflicting advice is that VFS's own materials name different sizes. The May 2026 adult re-issue checklist states "2 photos of size 35mm x 45mm - White Background - PHOTOGRAPHS MUST BE IDENTICAL" and that "Photos must be compliant with ICAO specifications," while the 2026 "Document Checklist Adult" PDF on the same page specifies 51x51 mm (2 by 2 inch). Neither size is a trap. The practical move: download the checklist PDF for the exact service you are applying under on visa.vfsglobal.com, print the size it names, and if you are unsure which checklist governs your package, take both sizes to your appointment or put both in the envelope.

The digital half of the application is where a single size is enforced, and that spec is covered in its own section below: 35x45 mm at 630x810 pixels, with square 2x2 inch files rejected at upload.

Three requirements hold regardless of which print size you use:

1. Size matched to your checklist. 35x45 mm is the ICAO frame India's newer application systems moved to in late 2025; 51x51 mm is the US 2x2 inch frame long used in VFS USA materials. Both are accepted in print, so print the size your service's current checklist names, and bring the other as backup if the checklists you have disagree.
2. Background. Pure white. Not cream, not light gray, not the pale blue that some studios in India default to. If the background has any visible tint or shadow, expect trouble.
3. Identical prints. The physical photographs you send must be the same shot, printed the same way. Two slightly different photos from two different sessions do not qualify.

Why the 35x45 mm vs 2x2 Inch Confusion Exists

This is the single most common photo point of confusion for NRIs, and it comes from a reasonable place. If you search "Indian passport photo size," most results describe 35x45 mm, the ICAO specification long used for Indian passport applications in Europe and the UK. Meanwhile, the Indian mission in the US historically aligned its photo frame with the American 2x2 inch (51x51 mm) standard, and plenty of VFS USA documents still reflect that.

In late 2025, India's newer application systems moved toward the ICAO 35x45 mm standard, and VFS USA's May 2026 re-issue checklists now specify 35x45 mm, while the "Document Checklist Adult" PDF on the same page says 51x51 mm. The resolution is simpler than the argument online suggests: for prints, both are accepted, so the checklist variance is a matter of matching your package rather than a right-and-wrong answer. Where size genuinely is binary is the digital upload, and there the portal frame is 35x45 mm. Full VFS USA Photo Checklist

Here is the complete set of photo rules for US applications, separated into what the official VFS USA checklist verifies directly and what you should treat as safe practice.

A few notes on the gray areas:

Glasses. The verified VFS USA requirement is that your eyes must be clearly visible with good lighting, and the current VFS USA re-issue checklist lists "without glasses" among its photo requirements. The practical advice is simple: take the photo without glasses. You remove all risk of glare, tinted lenses, or frames crossing your eyes, and no rule anywhere requires you to wear them. If you have a medical reason to keep them on, confirm with your consulate first.

Expression and pose. Follow the same discipline as a US passport photo: neutral expression, mouth closed, head centered, both ears' region unobstructed, no heavy shadows. VFS points every applicant to its photograph specification PDF, and that document is the final word.

Digital Upload vs Physical Prints: You Need Both

This trips up almost as many people as the size confusion. The US process has two separate photo submissions, and they are both mandatory.

1. Digital upload during online registration. When you register your application on the VFS portal, you must upload your photo and signature before applying. This is not optional. Per the VFS USA checklist, applications that arrive without the uploaded photo and signature are returned unprocessed. Returned, not corrected: your packet comes back and you start the mailing cycle over.

2. Physical prints in your mailed packet. Your printed application packet must include the physical photographs, identical to each other, pasted or attached exactly as the checklist instructs. Print them at either 51x51 mm (2x2 inch) or 35x45 mm, matching the checklist PDF in your package, and include both sizes if the checklists you have disagree.

The two must match. Do not upload a photo from January and mail prints from a different session in June. Take one compliant photo, get a digital file and physical prints from that same shot, and use it everywhere in the application.

The digital upload goes to the government's Passport Seva portal, and it uses the 35x45 mm frame (630x810 px, JPEG under 250 KB) regardless of what print size your checklist specifies. A square 2x2 inch digital file is rejected at upload, so do not upload a square crop even if your physical prints are 2x2 inch. Where to Get a Compliant Photo in the US

Both print sizes are accepted, so start from the size named in your own checklist PDF (see above). 51x51 mm is the standard American passport photo size and every option below produces it by default; 35x45 mm needs to be asked for specifically, which most studios and many kiosks can also do. If you want belt and braces, order a set in each size from the same shot:

• Pharmacy photo counters (Walgreens, CVS, Rite Aid). These produce 2x2 inch prints on white backgrounds as their default passport product. Tell the clerk it is for an Indian passport and that the background must be pure white with no shadows.
• Warehouse clubs and retailers (Costco Business Centers, some FedEx Office and UPS Store locations). Same 2x2 standard, often cheaper per set. Availability varies by location, so call ahead.
• Photo studios. Best option if your local pharmacy kiosk produces gray-tinted backgrounds. Ask for pure white specifically.
• DIY at home. Entirely workable if you are careful: stand in front of an evenly lit white wall, use daylight or two light sources to kill shadows, have someone else take the photo at chest height, and crop to a square. Then print at a pharmacy kiosk as a 2x2 passport photo. The risk with DIY is uneven lighting and off-white walls, which are exactly what VFS flags.

Whatever route you take, order at least four prints from the same shot. You only need the identical pair for the application, but spares cost little and save a reprint trip if one gets damaged or a correction is requested.

Can You Reuse Your US Passport Photo?

Often yes, since a US passport photo is already 2x2 inch (51x51 mm) and that frame is accepted for prints. If your checklist names 35x45 mm, you can either have the same shot reprinted at that size or bring both. Before reusing, confirm two things:

1. It was taken within the last 6 months. The VFS USA checklist requires a recent photo. A photo from your US passport renewal three years ago fails this test even if it looks identical to you today.
2. The background is truly pure white. Some US photos pass with a very light gray background. For the Indian application, hold the print against a white sheet of paper. If the background looks tinted by comparison, reshoot.

If both checks pass, using the same session's photo for both is fine.

Photo Rules for Babies and Minors

Children need photos for Indian passport applications too, and the rules track the adult ones: prints at either 51x51 mm (2x2 inch) or 35x45 mm, matched to the checklist PDF in your child's package (the May 2026 minor re-issue checklist names 35x45 mm, the adult document checklist names 51x51 mm), pure white background, identical prints, eyes clearly visible. The digital upload is 35x45 mm at 630x810 pixels, same as for adults. Fees differ (a fresh minor passport for a child under 15 runs $111 total through VFS USA), and infant photos are the hardest to get right. Lay the baby on a white sheet or seat them in a car seat draped in white, shoot from directly above, and make sure no parent's hand appears in frame.
