No. This is the most important distinction to get right.
Under the Tatkaal scheme, police verification is not done before the passport is issued. The passport is issued first, and PV is conducted afterward on a post-verification basis. The official FAQ states this plainly. Certain categories who normally need pre-PV (senior citizens, retired government officials, FICCI/CII members) can get a passport on a post-PV basis specifically by applying under Tatkaal.

- Consider Tatkaal where you are eligible. When can Tatkaal not rescue a stuck case?

No. There is no official auto-clear or auto-dispatch deadline.
You may have read that PV "completes in 7 to 21 days" or "auto-clears in 21 days if there is no adverse report." That roughly 14-day average is a typical-duration estimate from secondary sources, not a Ministry of External Affairs rule. The official sources publish no automatic time-out.
